Don't know if this is just my game or everyones but johnson never gets his shield down properly for me. He fires 2 shots which mean you have to fire at him again with the sniper, carbine etc and the banshee can never get down his shield and do damage to him.

For the record, there is a way take down Tartarus's shield AND kill him under a minute. After Johnson "opens" the door to control room, backtrack for a new Banshee fly it in and when you get thru wrecked passage get to open the then get back in then continue on and when the first batch of brutes run in fly in the door.

Eventually, he defeated Maccabeus and gained his new primary weapon, the Fist of Rukt. Tartarus was able to wield the Fist of Rukt with great strength, effortlessly decimating foes in a single blow.
In the battle between the Arbiter during the Battle of Installation 05 , his shield was so strong that only direct hits from a Beam Rifle could penetrate it. The shield quickly recharged, making Tartarus invincible once more. Even without his shield, Tartarus was still able to take enormous amounts of damage before succumbing to his injuries, a trait all Jiralhanae share.
The Fist of Rukt is the personal weapon of Chieftain Tartarus. It not only serves as an excellent melee weapon, but can alter gravity to move objects and living beings around. It is passed down from generations to generations in his family, by killing the current Chieftain in a battle.

You will fly over one wall and then get stuck in between two walls. When this happens, fly downward. Your Banshee will end up in front of the door. At this point, get out of your Banshee, so the door will open.
Get back in the Banshee and boost through the door but be wary of plasma grenades. A few Brutes will engage you, use the Fuel Rod Cannon to grind them into powder and fly in the room and through the doors the Brutes came in. When you do this, a cutscene will show Tartarus activating Delta Halo. After the scene finishes, you can either kill the Brutes and then run backwards past Johnson, or just get the Banshee right then when the scene ends.
Your Banshee will be sitting in the hallway and you can use it to fly through the pillars and fight Tartarus.
